Not sure if this helps with your issue. But I have had couple cases when installing a new game, that runs directX installer, will cause vac to fail randomly. Verifying would always fail on one file, redownload, but not solve the issue. Most reliable solution to that issue I have found is to run the dxsetup manually (found inside the csgo folder).
