Unfortunately removing mods did not solve the problem. Completely reinstalled the game, now version v.4.1.1.1.3696083. Also on reddit found advice on cleaning the folder LevelCache - it slightly improved the situation with the speed of loading objects and sliding while moving characters, but the textures are still loaded long.

So it's about 24% longer for me on HDD vs SSD. I enabled the slow HDD mode and have a very strong computer with plenty of VRAM/RAM tho.
