If the plunger spring has to push a rough plunger through a dirty channel then a reduced power spring is probably not a great idea. The safety plunger needs to move up and down unimpeded, but mostly down for safety. Detail clean the breach face, extractor, the area of the slide where the extractor sits, and the channel for the plunger and spring as well as the channel for the safety plunger. If that doesn't work, I'd change out the extractor (or at least compare it to a new extractor that is known to function 100%).
