I have it at about 9, but with gems that raise all attack, it's actually more useful than you would expect. At +10 it's arrows are doing 160+something like 122. It's not the best gems, and it's not the best optimized in general, but since shooting the bow with r1 is so quick, 5 shots is easily about 700 damage.
