There are certain enemies in Pthumeru which wield flaming weapons, like 1 or 2 flaming axes. They can drop radial fire gems. One good spot to farm these is on layer 4 of Lower Pthumeru in the Bonus area before the boss, as it's only seconds away from the lamp.
