It's not an automatic notification regardless of where you are. You need to be in a certain proximity, including vertically. I was up on a mountain and I would get notifications, but I would move just a little bit and it was gone, especially up the mountain a little more, tried looking around up and down and couldn't find it.

The quest giver is Lasli. Although she's the "owner" of the armor shop, she isn't actually in the shop when the quest becomes available. At around 9:40pm (in-game) go over to the very first house and she'll be resting on the bed to the right. So much to do- yet the pacing is great and not overwhelming. So many difficulty options to tailor the game to your preference. The characters are so endearing. The art style is gorgeous, specifically the enemy design. It's probably the best RPG I've played. Ever. I absolutely rate it at the same level as BOTW, Odyssey, Smash Bros and the like.
