I've checked the fuel pump shut off switch but the red button seems depressed and I can't get it to budge. To check the fuel pressure you screw a fuel pressure gauge on the fuel rail. Ground pin #6 of the self-test plug and turn on the key. The gauge should read 40psi. You can rent a fuel pressure gauge from most auto part stores and get your money back when you return it.

At cranking the pump is turned on again full time to complete the full pressure allowed by the regulator. When you test for pump performance you need to do a key on several times to see how far the pressure builds. It should build to about 35 psi +/-. You need to check this out first then act on the results.
