So only tip I can offer is if you are heading to fog and a meg comes up kill it because im pretty sure that same meg will just keep spawning on you. Of course I don't have the exact numbers since I'm not a dev but I'm assuming it's something like that. The shrouded ghost isn't something you can hunt or something, you just need to be lucky AF.
