It could be a little too soon to pick up enough hormones to be dark! Anything is possible. Your blood is brown which means it's old.

I've been periodically testing about once a week and the lines are progressively getting lighter. I have had no bleeding, and am still experiencing symptoms like minor nausea and breast tenderness. The darker lined picture is from December 19 and the lighter one is today, January 7. Both from the same pack of tests.

I would test again in a few days to see if it is getting lighter or darker. Or staying the same. 3 weeks does seem like a long time. If it gets darker, I'd say you are in a new pregnancy.
