The remote start is disabled any time the check engine light is on. The cycling is normal I think until the truck warms up. The heater relay is located on the driver side of the engine on top of the intake manifold. More than I wanted to spend, but the only company that makes them specifically for the C&C trucks and plus I like the idea of the added flow of the intake horn. There were different key switches available. Some you turn to the left and hold it. Some switches are to the right and go off, on, heater, then way to the right to start. You will need to use a VOM and do a bit of testing to figure out what yours is.
