IIRC if it was reflashed to factory and was in limp mode, tuning with some tuners might not take it out of limp mode. The ECM might need to see itself out of limp mode, which would mean connecting the missing parts back on for it to see them to pop out of limp mode, and be tuned.

Got in truck after a short drive and started down the road and the truck would not shift out of first gear. I did a restart on the road and nothing changed. When I go from park to drive it immediately displays 1st gear and stays there.

If yours has electronic four wheel drive, the electric acutator could be out or going out. you should be able to remove the rod and simply move the switch by hand on the transfer case. It will get you out of 4 wheel drive until you have the ime to diagnose the electronics at least. It has happened to both my 1994 and 1999 S-10 blazers.
