Typically the fuel level should be at the bottom of the sight plug, even if the clear plugs are used. Ive never seen the sight plugs held in with e-clips so not sure if you have special bowls. If the fuel level is too high in the bowl, the level will be too high in the emulsion passages inside the carb main body. The float will hang towards the top of the bowl now. Using a #2 pencil, adjust the screw & nut until the float just rides on the pencil. Tightened everything up, do the other bowl. That pencil is the perfect thickness to set the float level until the engine is running. Then you can tweak it a bit.

Re: Float Level on Holley 6280 2bbl. the leakage at the carb strongly suggests a bad float. Since the rough guess mileage went down some time after but not immediately after the float setting, you probably got the float setting right. Probably a bad float.
