First time I got expert tools it took me 15 ish hours. However on my subsequent play throughs I managed to find one just around 10 hours, and even 5 on monolith. Once you learn the methods to finding them it becomes much much easier. Since advanced tools requaires 4 basic ones, i just searched for 8 advanced tools and crafted it as soon as i found the last one. I found like 13 of advanced one at before spawning it. Most of them i gived to technicians in hope getting stash coordinates but i gave up after 30 or even 40 stashes.
