I was able to get it to work once. I uninstalled AnyConnect (I forget the version number) and installed this version 4.9.04043. When I uninstalled it, the Surface was able to connect to the iPhone again without a problem without AnyConnect. After I reinstalled AnyConnect and tried the iPhone again it worked fine.
In the past, I have been able to uninstall and reinstall AnyConnect to resolve the problem. When that stopped fixing some of the problems, I had the users uninstall anyconnect, rename their windows profile directory (Documents and Settings\Username), install AnyConnect and that would fix the problem.
