I've see the downed mechs periodically in orphix missions, but I've also had issues where a party member without a necramech couldn't find a mech to jump in to. I suspect there may be a bug responsible for this, that or it's a very annoying oversight by DE. Especially since the prerequisite for railjack is to have just completed the archwing ...
